BACKGROUND - US Wired for Education created METRIX Learning, a unique Learning Management System designed for the public workforce system that provides unlimited access to over 4,000 short term courses in Business, IT, Health, Desktop Computing and much more (www.MetrixLearning.com). Currently being used by over 30 WIBs in three states, METRIX Learning is now applying to every state's Eligible Training Provider List (ETPL). This paper presents some preliminary ideas on how eTraining can assist states and local areas in successfully implementing programs under the stimulus package.
FOR YOUTH - Create summer and/or year round paid internships in high growth sectors coupled with customized eTraining plans. For both in and out of school youth, develop pipelines in health, technology; customer service…whatever is needed in your community.
NOTE: Youth served with summer ARRA funds are only subject to one performance measure: WIA Sec 136 (b) 2(A) ii (I) which is work readiness skill attainment. Completion of selected eTraining courses should constitute a positive outcome.
FOR ADULTS & DISLOCATED WORKERS: Provide customers with eTraining licenses and learning plans through either self-service or as registered participants under intensive services. Supplement ITA's with additional training or use to screen/expose customers to occupational training prior to approving ITAs.
Create Career Pathways for unemployed adults and dislocated workers through paid or unpaid work-based learning/exploration at public and private employers coupled with eTraining courseware…green jobs, health care, & other emerging sectors.
FOR WAGNER PEYSER CUSTOMERS - Consider using a portion of the new $400 million for reemployment services to upgrade skills of customers through eTraining licenses and facilitate reentry to employment.
